Local Governance:The Roles of People’s Congresses and the People’s Political Consultative Conferences

This seminar aims to add to the discussion on the dynamic process of institutional changes and the involvement of diverse social interests in governing sub-national level China. Two formal institutions of China’s political system—the People’s Congress (PC) and the People’s Political Consultative Conference (PPCC)—are examined to highlight that governance beyond the CCP Party-state centre features reforms on formal institutions and the inclusion of selected key social groups in the decision-making process.
Dr. Minglu Chen is a lecturer in the China Studies Centre and the Department of Government and International Relations at the University of Sydney. Her research concentrate on social and political change in China, especially the interaction between entrepreneurs and the state.
