Internationalization, a feature that almost defines modern universities. Global strategy constitutes an indispensable part of university development strategies. But tactics vary concerning the specific way to establish, express and implement such strategy; generally, three tactics are identified:
- Top-down strategic planning based on theory
- Down-top strategic planning to fit the reality
- An ideal “third” approach where top-down and down-top designs interweave
This talk will shed light on the logic, model and effects for modern Chinese universities to make global strategies, and identify the possibilities and constraints of the above-mentioned “third approach”.
About the Speaker
GU Xue is Executive Vice-Secretary-General of Beijing Forum, Peking University. He holds a Ph.D. in Management and an Associate Research Professor of Peking University. His research focuses on public policy analysis, crisis management, and higher education globalization. He is currently a visiting scholar at the China Studies Research Centre of La Trobe University.
